I used to have issues with the 'external sample editor' message, but I found by trial and error that it would work if I quit Skype first, and with the last W10 builds it just runs fine.
I have been running versions of Logic up to Platinum 5.5.1 on PC continuously since the late 90s, currently on a Surface Pro 5 tablet (W10 圆4 i7 2.5 GHz 16GB RAM).
